Sidenreng Rappang Regency is one of the main rice-producing areas in South Sulawesi; however, rice prices in the region remain vulnerable to fluctuations caused by supply dynamics, distribution constraints, changes in paddy prices, and climate-related disturbances. This study aims to analyze the role of Perum BULOG Pangkajene Branch in maintaining rice price stability in Sidenreng Rappang Regency through Market Operations (OPM) and the Food Supply and Price Stabilization (SPHP) program. This research employed a descriptive qualitative approach, with data collected through literature review, document analysis, and semi-structured interviews with informants from BULOG and rice milling partners. The data were analyzed using content analysis through data reduction, data display, and conclusion drawing. The results show that BULOG acts as a food buffer institution through paddy or rice procurement, stock management, SPHP rice distribution, market operations, and coordination with local government and rice milling partners. The volume of rice distribution increased from 365,335 kg in 2021 to 5,831,363.56 kg in 2025, indicating the growing intensity of BULOG’s market intervention in response to price pressures. However, the effectiveness of price stabilization remains constrained by the mismatch between the Government Purchase Price (HPP) and actual market prices, limited warehouse capacity, fluctuations in paddy quality, climate-related disruptions, and potential price speculation in the market. This study concludes that Perum BULOG Pangkajene Branch plays a strategic role in maintaining rice price stability in Sidenreng Rappang Regency, but its role needs to be strengthened through adaptive HPP adjustment, improved logistics capacity, stronger collaboration with rice milling partners, and integrated digital price monitoring systems.</em></p> Fitriani R Muh Sahrul Ramadani Ramadani Aisyah Lego Arhan S Copyright (c) 2026 Fitriani R, Muh Sahrul, Ramadani Ramadani, Aisyah Lego, Arhan S http://creativecommons.org/licenses/by-nc-sa/4.0 2026-09-09 2026-09-09 9 2 73 88 10.35724/mujagri.v9i2.7737 https://ejournal.unmus.ac.id/index.php/agri/article/view/7792 <p><em>This study aims to analyze the effectiveness of subsidized fertilizer distribution for rice farmers in Petung Village, Bangsalsari District, Jember Regency. The study is motivated by the important role of the agricultural sector in supporting national food security and the existing problems in subsidized fertilizer distribution. The research focuses on three effectiveness indicators, namely price accuracy, quantity accuracy, and timeliness. This study used a quantitative descriptive method by collecting data through Likert-scale questionnaires distributed to farmers receiving subsidized fertilizers, supported by e-RDKK documents and fertilizer distribution reports. The research was conducted during the third-stage fertilizer distribution period from August to mid-December 2025, focusing on NPK Phonska and urea fertilizers for rice commodities. The results show that the effectiveness of subsidized fertilizer distribution in Petung Village is categorized as effective. The price accuracy indicator is considered moderately effective because fertilizer prices exceeding the Highest Retail Price (HET) and additional charges were still found. Meanwhile, the quantity accuracy and timeliness indicators are categorized as effective because the fertilizers received matched the e-RDKK allocation and were available during the planting season.
