Abstract

Penelitian ini bertujuan untuk mengidentifikasi tantangan yang dihadapi dalam mencapai birokrasi modern dan menganalisis strategi pengembangan yang dapat diimplementasikan. Melalui pendekatan kualitatif, data dikumpulkan melalui analisis dokumen terkait. Hasil penelitian menunjukkan bahwa tantangan utama dalam menuju birokrasi modern meliputi perubahan budaya organisasi, reformasi struktural, pengembangan kompetensi, transparansi dan akuntabilitas yang tinggi, serta perubahan regulasi dan kebijakan yang mendukung inovasi. Untuk mengatasi tantangan ini, strategi yang disarankan meliputi komunikasi yang efektif dan pendidikan kepada pegawai untuk memperkenalkan konsep birokrasi modern, serta melibatkan seluruh pihak dalam perencanaan dan pelaksanaan perubahan. Dengan menerapkan strategi ini secara holistik, diharapkan birokrasi modern dapat diwujudkan, memberikan pelayanan publik yang lebih baik, efisien, dan responsif kepada masyarakat.
