Penelitian menggunakan pendekatan kualitatif dengan metode deskriptif naratif. Teknik pengumpulan data dilakukan melalui wawancara mendalam, observasi partisipatif, dan studi dokumentasi terhadap 11 informan yang berasal dari unsur pimpinan dan pelaksana teknis di BPKAD Merauke serta Inspektorat. Hasil penelitian menunjukkan bahwa pengelolaan aset daerah masih menghadapi sejumlah kendala seperti lemahnya sistem pencatatan, belum optimalnya pengawasan internal, keterbatasan sumber daya manusia, serta rendahnya pemanfaatan teknologi informasi. Meskipun Sistem Pengendalian Internal Pemerintah (SPIP) telah diterapkan berdasarkan Peraturan Bupati Merauke Nomor 43 Tahun 2018, implementasinya belum sepenuhnya efektif dalam menjamin akuntabilitas dan transparansi pengelolaan aset. Penelitian ini merekomendasikan peningkatan kompetensi SDM, penguatan koordinasi antarbidang, digitalisasi sistem informasi aset, dan penguatan budaya kerja yang mendukung tata kelola aset yang baik. This research uses qualitative methods with data collection techniques are interviews with informants, observation and documentation. The results showed that the Quality of Marriage Registration Services at the Merauke Regency Religious Affairs Office (KUA) based on the service quality theory from Zeithaml at al. (Hardiansyah: 2018) has been running well and is able to provide quality service to the community so that people feel satisfaction with the services provided by officers. This service is reviewed from 5 dimensions, namely tangible, reliability, response, assurance, and empathy. And the standard of marriage registration services at the Merauke Religious Affairs Office (KUA) based on the Decree of the Minister of Administrative Reform Number 63 of 2003 concerning General Guidelines for the Implementation of Public Services can be seen from the indicator Service procedures are in accordance with service standards and the understanding of the community and officers is quite good. Completion time, the standard service completion time is in accordance with the marriage registration service guidelines. Service Fees, the cost of marriage services is in accordance with government regulations. Service Products, there are 2 products received by the community, namely the marriage certificate and marriage book which are given in good condition. Facilities and Infrastructure which include buildings, equipment and especially the marriage hall which should be able to attract public interest are still lacking. Supporting factors for good marriage registration services include transparency, responsiveness of officers, availability of facilities, friendliness and ability of officers, and efforts to improve systems and services. The method used is a descriptive qualitative approach, with data collection through interviews, observations, and documentation. With a total of 13 (thirteen) informants, the results of the interviews were analyzed with 3 (three) main components: data reduction, data presentation, and conclusion drawing.</p> <p>The results of this study indicate that the evaluation of the implementation of the Higher Education Affirmation Program in South Papua Province. There are 6 (six) variables studied and analyzed using the William N. Dunn evaluation model: First, the effectiveness of the ADIK program has succeeded in increasing access to education for the Papuan people, although there are several obstacles in terms of academic readiness and social adaptation of students. Expansion of financial support to cover student needs. Second, efficiency shows that although the allocation of funds is sufficient, its distribution is often late and suboptimal, disrupting the smoothness of the educational process, but is constrained by living costs that have not been fully addressed. Third, the adequacy of this program has succeeded in providing sufficient financial support for students, but the main challenge is the limited educational facilities in some areas. Fourth, equity, although this program is intended for many Indigenous Papuan students (OAP) who still face difficulties in meeting their living needs for students throughout South Papua, the distribution is more concentrated in Merauke, while remote areas are still less accessible. Fifth, the program's responsiveness to student needs can be improved, especially in terms of psychosocial and academic support. However, these resources have not been optimally and sustainably managed. This study employs a qualitative approach with a descriptive-analytical research design. Data were collected through in-depth interviews with key stakeholders, field observations, and document analysis of coastal development policies and programs. Data analysis was conducted using an interactive model involving data reduction, data display, and conclusion drawing. The findings indicate that weak inter-agency coordination, sectoral policy approaches, and limited community participation in development planning are major factors hindering effective governance of local coastal potential. Although coastal communities possess strong social capital and indigenous knowledge, their roles have not been fully integrated into formal policy frameworks. Despite the substantial fiscal support and authority granted under the Otsus framework, policy implementation at the local level has not yet produced optimal outcomes in terms of improving the quality and equity of educational services. This study aims to analyze the implementation of the Special Autonomy policy in optimizing the education sector in Merauke Regency.</p> <p>This study employs a qualitative approach using a case study design. Data were collected through in-depth interviews, field observations, and documentation review, and analyzed using an interactive data analysis model. The analysis is grounded in public policy implementation theory, particularly the Edwards III model, which emphasizes communication, resources, implementers’ disposition, and bureaucratic structure.</p> <p>The findings indicate that the implementation of the Special Autonomy policy in the education sector of Merauke Regency has been carried out through various programs, including infrastructure development, scholarship provision, and educational operational support. However, implementation remains suboptimal due to limited human resource capacity, weak communication and inter-organizational coordination, low outcome-oriented program execution, and ineffective monitoring and evaluation systems. Research Objectives: The study aims to (1) identify Marind cultural values relevant to HRD, (2) examine their alignment with governance principles and professional competence, and (3) propose a culturally grounded HRD model to enhance service quality. Research Methods/Approaches: A qualitative case study design was employed, involving 20 purposively selected informants including government officials, Marind customary leaders, academics, and civil society representatives. Data were collected through semi-structured interviews, field observations, and document analysis, and analyzed thematically to reveal intersections between local culture and governance practices. Research Results: Findings indicate that Marind values such as collective solidarity, customary leadership ethics, communal responsibility, and human–nature harmony support ethical governance, participatory engagement, culturally sensitive communication, and accountability, yet standardized national HRD frameworks often neglect these local contexts, resulting in limited trust, weak legitimacy, and suboptimal service delivery. This study aims to analyze the HRD processes implemented by the Department of Education and Culture of South Papua Province and to identify the factors influencing their effectiveness. The research employed a descriptive qualitative method, using in-depth interviews, observations, and document studies as data collection techniques. Informants consisted of structural officials of the department, educators, and relevant stakeholders.The findings reveal that HRD in South Papua is carried out through several stages, namely identifying skill needs, training and development, performance evaluation, and providing feedback. The challenges encountered include limited budgets, geographical accessibility, low motivation, and insufficient supporting facilities. Leadership and organizational culture play a vital role in creating a conducive work climate, while external factors such as national education policies and geographical conditions also affect program success. Analysis using Herzberg’s Two-Factor Theory indicates that the success of HRD is influenced by motivator factors that foster educators’ intrinsic motivation, as well as hygiene factors that serve as fundamental prerequisites for improving job satisfaction. These findings emphasize that investments in competency development through continuous training can only be effective when supported by incentive systems, a supportive work environment, and consistent post-training evaluations. The research was conducted in the OKABA District, Papua, using a descriptive-analytical qualitative approach. Data were collected through semi-structured interviews with 12 informants, including Bumkam managers, village government officials, farmers, and supporting stakeholders, as well as field observations and document studies. The results indicate that most villages rejected the opening of new farmland due to customary land conflicts and program misalignment with community needs, while optimizing existing land and improving irrigation channels were more accepted. Bumkam plays a role in mobilizing local resources, empowering farmers, and managing food enterprises, yet its effectiveness is limited by internal capacity, insufficient government support, and weak multi-stakeholder coordination. Moreover, there is no risk mitigation mechanism for crop failures due to disasters, making the village food system vulnerable. Literature analysis emphasizes the importance of adaptive governance, participatory planning, and multi-stakeholder collaboration to strengthen sustainable rural food security. Penelitian ini bertujuan menganalisis dinamika implementasi dan efektivitas kebijakan pemulihan ekonomi pasca pandemi pada periode 2020–2025. Metode penelitian menggunakan pendekatan deskriptif kualitatif dengan studi literatur dan analisis dokumen kebijakan dari sumber resmi pemerintah, publikasi akademik, serta laporan lembaga internasional. Hasil penelitian menunjukkan bahwa kebijakan PEN berkontribusi terhadap pemulihan ekonomi dengan mengembalikan pertumbuhan ke angka positif sekitar 5% pada 2023–2024. Namun, efektivitas program belum merata di seluruh daerah karena hambatan kapasitas birokrasi, koordinasi pusat–daerah yang belum optimal, serta pengaruh dinamika politik menjelang Pemilu 2024. Tantangan ke depan meliputi normalisasi fiskal, peningkatan produktivitas UMKM, dan penguatan ketahanan ekonomi nasional. Fokus penelitian ini terletak pada upaya yang dilakukan oleh Dinas Perindustrian, Perdagangan, Koperasi, dan UMK serta instansi terkait seperti Kepolisian dan Satpol PP dalam menegakkan regulasi dan menjaga ketertiban masyarakat. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa peran pemerintah daerah dilaksanakan melalui empat strategi utama: (1) melakukan razia terhadap peredaran miras ilegal, (2) menertibkan penjual miras tanpa izin, (3) memberikan masukan dalam penyusunan peraturan yang lebih ketat, dan (4) menggalakkan kegiatan sambang kepada masyarakat untuk edukasi. Meskipun terdapat upaya yang signifikan, penelitian ini juga menemukan bahwa masih terdapat tantangan dalam pengawasan, keterbatasan sanksi, serta kurangnya konsistensi pelaksanaan regulasi di lapangan. The study used a qualitative approach with a case study design, conducted within the office as the primary locus due to its strategic role in public information management and the implementation of the Electronic-Based Government System (SPBE). Twelve subjects were selected through purposive sampling, consisting of the head of the office, structural officials, functional officials, and technical staff directly involved in program planning and implementation. Data were collected through in-depth semi-structured interviews, limited participant observation, and documentation studies, then analyzed using thematic analysis through reduction, presentation, and drawing conclusions. The results indicate that participatory leadership has evolved toward a collaborative pattern through improved internal communication, the involvement of officials in planning forums, and space for technical staff to convey innovative ideas. However, participation is still partial and has not been institutionalized, so its effectiveness is influenced by individual leadership styles. Participatory leadership has been shown to strengthen work motivation, cross-sectoral coordination, and unit responsiveness, but is limited by competency gaps, bureaucratic culture, and suboptimal evaluation mechanisms. The study used a qualitative approach with a descriptive case study design. Data were collected through in-depth interviews with KUA officials, registrars, administrative staff, and community service users, direct observation of the service process, and documentation studies of SOPs, administrative archives, and related regulations. Data analysis was conducted thematically by examining the five SERVQUAL dimensions: reliability, responsiveness, assurance, empathy, and tangibles, as well as structural and policy factors surrounding the service. The results indicate that the quality of marriage registration services at the Merauke Regency KUA is in the good category and able to meet the expectations of the majority of the community. Officials are considered competent and professional, service procedures are relatively consistent with operational standards, and there is certainty about the timeframe for completing marriage documents. The interaction between officials and the community also demonstrates empathy and concern, especially in facilitating couples from remote areas. This study aims to analyze the implementation of digital transformation in personnel management at the Education and Culture Office of South Papua Province and its impact on education services. The study used a qualitative, descriptive-analytical approach with a case study design, covering the office headquarters and five representative educational units from various administrative regions. The study subjects consisted of 35 people selected purposively, including structural officials, administrative staff, teaching staff, and external stakeholders. Data were collected through in-depth semi-structured interviews, participant observation, and document review. The data were then analyzed using thematic analysis and data triangulation to ensure the validity and reliability of the findings. The results show that digitalization of personnel management improves administrative efficiency, competency mapping, and performance monitoring. However, implementation still faces obstacles such as limited digital literacy, uneven infrastructure, and suboptimal system integration. This study recommends strengthening human resource capacity, improving infrastructure, system integration, contextual implementation strategies, and continuous evaluation mechanisms. This study aims to analyze the paradox of social protection by examining the discrepancies between policy frameworks and the actual practices of social assistance distribution in Merauke Regency, a peripheral region characterized by complex social and geographical conditions. This research adopts a qualitative approach with a case study design. Data were collected through in-depth interviews, field observations, and document analysis, and subsequently analyzed using an interactive data analysis model with a thematic approach. The findings reveal several forms of implementation gaps, including targeting inaccuracies, unequal access to social assistance across regions, and issues related to data accuracy and synchronization. These findings indicate that limited institutional capacity, weak coordination among stakeholders, and insufficient adaptation of policies to local contexts are key factors affecting the effectiveness of social assistance distribution. The study concludes that although social protection policies in Indonesia are normatively designed to ensure equity and inclusiveness, their implementation in peripheral regions continues to face structural and contextual challenges. Cosmetics, derived from a Greek term meaning “to adorn,” have traditionally been associated with women due to their primary function in shaping perceptions of beauty and attractiveness. In 2018, Indonesia’s cosmetic industry recorded a growth rate of 20 percent, reflecting a significant increase in both the number of products and users. This study aims to offer a new perspective on behavioral trends in cosmetic use, arguing that cosmetics should no longer be viewed solely as an identity burden imposed on women, but rather as part of an emerging trend that includes the concept of hypermasculinity. Within this context, men’s roles must also be examined in relation to growing awareness of ecological issues arising from cosmetic consumption. The research employs a discourse analysis approach conducted on mass media, both print and online, to obtain up-to-date data. The findings reveal the emergence of a new orientation as men increasingly engage in facial and body care practices. This phenomenon does not occur spontaneously but is shaped by several contributing factors, particularly advertising and media campaigns that promote the rise of cosmetic products specifically designed for men. Pellengenuika@gmail.comSurya Yudha Regifsurya@gmail.comHeribertus Binsasiheriburtus@gmail.com<p style="font-weight: 400;">Penelitian ini menganalisis dinamika politik elektoral perempuan di Kabupaten Merauke pasca pembentukan Provinsi Papua Selatan, dengan fokus pada peluang, hambatan, dan strategi perempuan dalam mencapai kursi pengambil kebijakan. Menggunakan pendekatan kualitatif studi kasus, data dikumpulkan melalui wawancara mendalam, studi dokumentasi, dan observasi lapangan. Hasil penelitian menunjukkan bahwa secara demografis perempuan merupakan 48,1% penduduk Merauke, namun representasi mereka di DPRD baru mencapai 20% pasca Pemilu 2024, angka tertinggi dalam sejarah Merauke, tetapi masih berada pada tahap <em>pra–critical mass</em>. Di tingkat partai politik, perempuan mengisi sekitar sepertiga struktur kepengurusan, namun menghadapi “<em>bottleneck</em> representasi” dalam proses pencalonan akibat dominasi elite laki-laki, kebutuhan modal finansial, serta bias elektabilitas. Hambatan sosial-budaya Marind juga membatasi ruang politik perempuan melalui norma gender tradisional dan minimnya teladan kepemimpinan perempuan. Meski demikian, muncul generasi perempuan muda yang lebih terdidik dan aktif serta memanfaatkan jaringan keagamaan dan komunitas sebagai strategi elektoral. Pembentukan Provinsi Papua Selatan membuka peluang struktural baru, namun belum disertai kebijakan afirmatif yang memadai.
