Konsep ini terkait erat dengan teori feminisme Simone de Beauvoir yang menekankan otonomi perempuan, serta pemikiran Isaiah Berlin tentang kebebasan negatif dan positif yang dikembangkan dalam konteks feminis untuk memahami pembatasan struktural terhadap pilihan perempuan. Penelitian ini menerapkan pendekatan bibliometrik kuantitatif sederhana menggunakan data Scopus. Kata kunci <em>“Woman’s Freedom”</em> dicari pada publikasi 2021–2026, menghasilkan 1000 dokumen yang dianalisis dengan VOSviewer. Visualisasi mencakup <em>Network Visualization</em> (hubungan tema), <em>Overlay Visualization</em> (evolusi waktu), dan <em>Density Visualization</em> (kepadatan tema). Hasil menunjukkan dua klaster utama yang terintegrasi: (1) sosial-humaniora berpusat pada feminisme, sejarah, kekuasaan, pendidikan, dan gerakan sosial; serta (2) kesehatan-medis meliputi kanker payudara, kesehatan reproduksi, obesitas, terapi hormon menopause, dan dampak pandemi. Temuan ini menegaskan bahwa kebebasan perempuan mencakup tidak hanya hak politik-ekonomi, tetapi juga otonomi atas tubuh dan kesehatan. Namun, laporan UN Women &amp; UN DESA 2025 mengungkap stagnasi kesetaraan gender global: akses digital tidak merata, partisipasi kerja perempuan hanya 46,4%, kekerasan berbasis gender tinggi, representasi politik 27,2% di parlemen, dan proyeksi kesetaraan kerja memerlukan hampir dua abad. This study aims to analyze library service strategies in increasing the number of visits to the Merauke Regency Regional Library, as well as to identify the factors that influence library services in increasing visitor numbers at the regional library. The method used in this research is a qualitative method with a descriptive approach. Data collection techniques include observation, interviews, and documentation. Data analysis was conducted using primary and secondary data. The data analysis process consisted of three stages: data reduction, data presentation, and conclusion drawing and verification. The results of the study indicate that library service strategies in increasing reading interest need to be implemented in an integrated manner through improving service quality, ensuring the availability of relevant and up-to-date collections, and fostering responsive, friendly, and professional attitudes among library staff. Reliable, fast, and well-targeted services are able to create comfort for users, thereby encouraging them to visit and utilize library facilities on a sustainable basis. In addition, the development of facilities and infrastructure, the use of information technology, as well as literacy programs and library promotion are important supporting factors in cultivating a reading culture. As a new autonomous region with unique geographical and social characteristics, improving the quality of human resources at the smallest level of government is the main key to the effectiveness of public services and village budget management towards an independent village. The research method used is descriptive qualitative with data collection techniques through interviews and observations. The results show that the focus of the village government's strategy in improving the competence of village officials lies in the educational background of the officials, hard skills and soft skills, technical administrative training, the use of information technology, so that ongoing, adaptive mentoring based on local wisdom is needed to accelerate the realization of village independence. This study analyzes the need for the establishment of a Center for Gender and Child Studies (PSGA) and the strengthening of the Anti-Sexual Violence Task Force at Musamus University through the approach of literature study, policy analysis, and SWOT analysis. The results of the study show that internal factors, such as the need for victim assistance services, the availability of human resources, and institutional commitment, as well as external factors, such as the national policy mandate (Permendikbud No. 30/2021), Merauke's socio-cultural dynamics, and cross- agency cooperation networks, affect the urgency of the establishment of PSGA. Musamus cultural values are togetherness, courage, and solidarity which have strong relevance as the basis of morals and institutional identity to strengthen the approach to protection and education on campus. Thus, the establishment of PSGA is not only an administrative response to regulations, but also a representation of the actualization of local values in building a campus ecosystem that is safe, inclusive, and in favor of human dignity. Factors influencing employee quality include work environment, motivation, and inappropriate employee assignments. The method used was a qualitative descriptive approach, with data collection techniques through interviews, observation, and documentation.The results indicate that employee performance is generally considered quite good. Employees have demonstrated responsibility, teamwork, and punctuality in completing tasks. However, several obstacles remain, such as workload imbalance, suboptimal coordination between units, and low adaptation to information technology, especially among senior employees. Furthermore, training and development have not been implemented routinely and in a targeted manner, impacting the improvement of employee technical skills. During the colonial period, Teuku Umar was portrayed as a “traitor” and an untrustworthy figure in the Dutch colonial government's narrative. Conversely, in post-independence national historiography, this representation was reconstructed as a heroic and patriotic “national hero.” This study aims to examine how this transformation is part of the state’s construction of the heroic narrative, and to uncover the relationship between historical knowledge, power, and legitimacy in the context of public administration. This study uses qualitative methods by analyzing colonial and national historiographic sources as discursive practices that reflect the interests and orientations of power. The results show that the representation of Teuku Umar is not neutral, but rather a product of ideological construction influenced by the state’s political interests and socio-historical dynamics. The transformation from “traitor” to “hero” reflects the practice of memory politics within the state’s efforts to build legitimacy, national identity, and symbolic authority. A qualitative approach was employed, with data collection through observation, in-depth interviews, and documentation involving 14 informants selected through purposive sampling, comprising the Head of Department, Secretary, Heads of Division, Heads of Section, and operational staff. Data were analyzed using the Miles and Huberman interactive analysis model through data reduction, data display, and conclusion drawing. The findings reveal that employee competencies are formed by the integration of Spencer and Spencer's four competency dimensions: knowledge, skills, self-concept and values, and personal characteristics. Mastery of policy concepts, understanding of duties, regulations, and the utilization of information technology constitute the main foundation, although still constrained by limited resources. Operational skills, communication, problem-solving, and cross-unit collaboration are crucial in addressing the region's social and geographical complexities. A positive self-concept, integrity, empathy, and professionalism drive employee motivation and commitment. The factors influencing employee competencies include individual motivation, limited training budgets, minimal technological infrastructure, and an insufficiently innovative work culture. Metode penelitian yang digunakan adalah pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui observasi, wawancara mendalam, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa Dinas Peternakan Provinsi Riau telah menerapkan beberapa program strategis dalam pengembangan sapi unggul, termasuk program inseminasi buatan, peningkatan pakan, pengendalian penyakit, dan pemberdayaan petani lokal. Namun, masih terdapat beberapa kendala seperti keterbatasan bibit sapi unggul, kurangnya pengetahuan teknis petani, infrastruktur yang tidak memadai, dan kurangnya integrasi program antar instansi. Within the framework of decentralization, local governments are required to manage assets optimally, efficiently, and accountably to support public services and regional development. However, administrative complexity, inter-agency coordination, and technological limitations remain significant challenges. This study aims to analyze the practices, challenges, and mechanisms of asset management in Palembang City. A descriptive qualitative method was employed, with data collected through literature studies related to government institutions, especially the Regional Financial and Asset Management Agency (BPKAD), and analyzed using the interactive model of Miles, Huberman, and Saldaña (2014). The findings indicate that the city government has implemented several mechanisms to enhance openness and accountability, including asset management information systems, financial reporting procedures, and inventory administration and asset supervision. Nevertheless, challenges persist, such as suboptimal asset certification, data inconsistencies among regional agencies, limited technological integration, and inadequate human resource capacity. Metode yang digunakan adalah kualitatif deskriptif dengan pendekatan studi literatur dan analisis dokumen pada berbagai klaster negara serta praktik lokal. Temuan penelitian menunjukkan bahwa keberhasilan manajemen karier sangat bergantung pada integrasi strategi hibrida yang menggabungkan pengembangan internal dengan rekrutmen eksternal yang proaktif. Transformasi menuju organisasi pembelajar terbukti menjadi mediator penting dalam membentuk kompetensi kepemimpinan digital. Namun, proses ini menghadapi tantangan besar berupa paradoks meritokrasi akibat intervensi politik dan tantangan psikologis terkait resiliensi pegawai di tengah ketidakpastian. Penelitian ini menyimpulkan bahwa penguatan manajemen karier bukan sekadar persoalan teknis atau kecanggihan sistem informasi seperti e-assessment, melainkan manifestasi dari integritas institusional dan pergeseran pola pikir kepemimpinan yang berorientasi pada talenta. This study aims to identify the causes of idle assets and formulate optimization strategies for idle assets in South Sumatra Province. The research employed a descriptive qualitative approach using documentation studies and secondary data tracing derived from regional asset management regulations, official government documents, and audit reports. Data analysis was conducted using an interactive analysis model involving data reduction, data display, and conclusion drawing, supported by SWOT analysis to determine optimal strategies. The findings reveal that idle assets in South Sumatra Province are predominantly land and buildings that have not been optimally utilized due to weak asset planning, legal issues, limited maintenance budgets, and poor coordination among regional government organizations. Recommended optimization strategies include the digitalization of asset management systems, acceleration of certification and legal audits, restructuring of administration based on integrated data, and the development of utilization schemes through leasing, utilization cooperation, and third-party involvement. Some of the conflicts that have emerged include religious conflicts and customary land conflicts, which demonstrate the urgency of systematic conflict management. This study aims to analyze the application of collaborative governance in resolving agraria conflict in Ilwayab using three indicators from Ansell and Gash: initial conditions, collaborative processes, and facilitative leadership. The method used is descriptive qualitative through field studies, interviews, observation, and documentation. The results show that synergy between the local government through the Kesbangpol Agency, religious leaders, traditional leaders, and other community elements is key to encouraging early conflict detection, building trust, and creating a space for inclusive dialogue. Challenges such as sectoral egos, limited resources, and ineffective communication can be overcome through active community involvement, the use of information technology, and strengthening the capacity of local leadership. Penelitian ini bertujuan untuk menganalisis implementasi agile governance dalam pelayanan digital melalui aplikasi E-rebon di Desa Gisik Cemandi Kabupaten Sidoarjo. Penelitian menggunakan kualitatif deskriptif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Analisis penelitian mengacu pada enam prinsip agile governance yang dikemukakan oleh Luna, Krutchen, &amp; Moura 2015 yaitu, Good enough Governance, Business Driven, Human Focused, Based On Quick Wins, Systematic and Adaptive Approach, serta Simple Design and Continuous Refinement. Hasil penelitian menunjukkan bahwa penerapan agile governance pada aplikasi E-rebon telah berjalan cukup baik. Aplikasi E-rebon mampu meningkatkan kemudahan akses layanan, mempercepat proses administrasi, dan mendukung efektivitas pelayanan kepada nelayan. Meskipun demikian implementasi pelayanan digital masih menghadapi beberapa hambatan, seperti keterbatasan literasi digital masyarakat nelayan, kondisi jaringan internet yang belum stabil, serta faktor cuaca yang memengaruhi aktivitas pengguna aplikasi. One of the innovations developed by the Fisheries Service of Sidoarjo Regency is the E-Rebon application, which facilitates administrative processes and public services for fishermen. This study aims to analyze the implementation of Agile Governance in digital public services through the E-Rebon application in Gisik Cemandi Village, Sidoarjo Regency. This research employed a descriptive qualitative approach using observation, interviews, and documentation techniques. The analysis was based on six Agile Governance principles proposed by Luna, Kruchten, and Moura, namely Good Enough Governance, Business Driven, Human Focused, Based on Quick Wins, Systematic and Adaptive Approach, and Simple Design and Continuous Refinement. The findings indicate that Agile Governance has been implemented relatively well in the E-Rebon application. The system has improved service accessibility, accelerated administrative procedures, and enhanced service effectiveness for fishermen. However, several challenges remain, including limited digital literacy among users, unstable internet connectivity, and environmental conditions affecting application usage.
