The impact of the Covid-19 pandemic on work organizations is the implementation of work from home for employees. Starting from the beginning of the pandemic in 2020, all work activities are carried out entirely at home; lecturers and education personnel all work from home. With conditions getting better in handling the pandemic, the implementation of work from home has also begun to be reduced. Attendance from the office is still limited so that employees who enter the office are arranged in turn. Based on the explanation above, this study wants to describe how employees perceive social changes in the work system during the COVID-19 pandemic so that differences in employee adaptation to the implementation of WFH and WFO can be described. This research uses a quantitative approach. The main method used was a survey; however, in this study qualitative methods were also used using in-depth interviews. The results showed that the WFO-WFH combination work system was the choice of work system after the pandemic ended, which was chosen by most respondents. Using a qualitative approach, this research examines local knowledge and traditional practices of indigenous peoples and how they can be integrated into public policies to create more effective and sustainable solutions. This research uses qualitative research methods to examine the role of diversity in the development of public policies for environmental sustainability in the South Papua region. Data collection techniques were literature study and in-depth interviews with informants, namely: local community leaders; policy makers; academics; and environmental activists. The results showed that the involvement of local communities in the policy formulation process is very important to increase the acceptance and success of the policy. Indigenous peoples are often not adequately involved in the public policy formulation process. Many policies are implemented without adequate consultation with local communities in South Papua, such as climate change; deforestation; and unsustainable exploitation of natural resources. This research aims to determine the knowledge and practices of public service providers at the village level regarding social inclusion in public services. Information on social inclusion in public services was gathered for this study through structured interviews with a total of twenty public service providers at the Pacitan Regency, Central Java, Widoro village office. The study's findings demonstrate that public service providers are aware of the necessity of providing services to the public without regard to the status or condition of those receiving them. They can clarify that it is a violation of service recipients' rights to withhold services from impoverished individuals, individuals with disabilities, immigrants, and other groups. Community service is service to everyone, without exception. On the other hand, it is not simple to incorporate social inclusion into the regular delivery of public services. The study begins with an overview of the current state of public services in Papua, which still faces various challenges, such as limited access, complex bureaucracy, and a lack of understanding of traditional values. The research object encompasses public service practices in various sectors in Papua, with a focus on the application of traditional values in administrative processes. The study aims to analyze how local wisdom can be integrated into the public service system in Papua and identify the factors that support and hinder this transformation process. The research methodology employs a qualitative approach with data collection techniques including participatory observation, in-depth interviews, and literature review. The collected data is then analyzed descriptively and interpretatively. The research findings indicate that the integration of traditional values into public services in Papua can enhance service quality, build public trust, and strengthen local values. However, this transformation process faces several obstacles, such as a lack of understanding and support from stakeholders, as well as insufficient resources and adequate infrastructure. In conclusion, the transformation of public services in Papua based on local wisdom is a crucial step towards achieving more effective, responsive, and locally-oriented governance. Kota Teluk Kuantan, yang terletak di Kabupaten Kuantan Singingi, Provinsi Riau, menghadapi tantangan serius dalam menjaga kebersihan dan kesehatan lingkungan seiring dengan meningkatnya populasi dan urbanisasi yang pesat. Permasalahan utama yang dihadapi meliputi penumpukan sampah di area publik, saluran air yang tersumbat, serta rendahnya kesadaran masyarakat terhadap pengelolaan sampah yang benar. Penelitian ini bertujuan untuk mengidentifikasi permasalahan kebersihan di Kota Teluk Kuantan, memahami faktor-faktor yang memengaruhi perilaku masyarakat dalam pengelolaan sampah, serta merumuskan strategi penanganan yang efektif dan berkelanjutan. Metode penelitian yang digunakan adalah deskriptif dengan pendekatan kualitatif. Pengumpulan data dilakukan melalui wawancara mendalam, observasi partisipatif, dan Focus Group Discussion (FGD) yang melibatkan masyarakat setempat, petugas kebersihan, serta pemerintah daerah. Penelitian ini berfokus pada sepuluh lokasi strategis di Kota Teluk Kuantan yang dipilih secara purposive sampling. Hasil penelitian menunjukkan bahwa 70% lokasi tersebut mengalami penumpukan sampah, terutama di area pasar dan taman kota, sementara 50% di antaranya memiliki saluran air yang tersumbat oleh sampah plastik dan limbah rumah tangga. Observasi juga mengungkapkan bahwa fasilitas kebersihan seperti tempat sampah dan infrastruktur pengelolaan sampah masih terbatas, sehingga memicu perilaku masyarakat membuang sampah sembarangan. Pemerintah daerah telah menginisiasi program peningkatan sarana prasarana, kampanye edukasi lingkungan, serta kolaborasi antara pemerintah, masyarakat, dan sektor swasta. Program tersebut meliputi penambahan tempat sampah di area publik, rehabilitasi tempat penampungan sampah, serta kampanye "Teluk Kuantan Bersih, Sehat, dan Berbudaya." Namun, implementasinya di lapangan belum optimal akibat terbatasnya kapasitas pengangkutan sampah dan rendahnya partisipasi masyarakat dalam menjaga kebersihan lingkungan.</p> <p>Penelitian ini merekomendasikan beberapa langkah strategis, di antaranya: (1) peningkatan kesadaran masyarakat melalui edukasi berkelanjutan yang melibatkan sekolah dan komunitas, (2) optimalisasi infrastruktur pengelolaan sampah dengan penambahan tempat sampah di area publik dan peningkatan kapasitas pengangkutan sampah, (3) penguatan penegakan hukum terhadap pelanggaran pembuangan sampah sembarangan, serta (4) mendorong kolaborasi antara pemerintah, masyarakat, dan sektor swasta dalam menjaga kebersihan kota. Collaborative leadership was chosen as the primary focus due to its involvement of multiple parties in carrying out a complex mission that requires effective coordination between related agencies. This research uses a qualitative approach with a case study method to explore the factors influencing the effectiveness of leadership in SAR operations. Data were collected through in-depth interviews with 18 informants, consisting of leaders and team members of SAR, observations, and relevant documentation related to the core tasks. The findings of the study indicate that collaborative leadership, based on open communication, trust among team members, and synergy between agencies, plays a vital role in improving response time and the success of SAR operations. The research also identifies challenges in building effective coordination, such as limited resources and differences in perceptions among various parties. The main focus of this research is to identify <strong>factors influencing the quality of HR managing the budget</strong>, both internal and external, and how these factors affect the effectiveness of Otsus Fund management. This research employs a <strong>descriptive qualitative approach</strong>, with data collected through in-depth interviews, field observations, and document studies in regional government units responsible for managing the Otsus Fund.The results indicate that the quality of HR managing the Otsus budget is influenced by <strong>internal and external factors</strong>. <strong>Internal factors</strong> include: (1) <strong>Education and Competence</strong> that are not fully aligned with the technical needs of Otsus Fund management; (2) <strong>Limited work experience</strong>, particularly in planning and managing Otsus funds; (3) <strong>Motivation and commitment</strong> of staff, which are hindered by high workloads and limited incentives; and (4) <strong>Limited understanding of main duties and functions (Tupoksi)</strong> in managing Otsus funds. Meanwhile, <strong>external factors</strong> affecting HR quality include: (1) <strong>Unclear policies and technical regulations of the Otsus Fund</strong>, causing uncertainty in implementation; (2) <strong>Limited facilities and supporting infrastructure</strong>, such as financial management information systems and working facilities; (3) <strong>Weak coordination among regional government agencies (OPD)</strong> related to Otsus program implementation; and (4) <strong>Lack of technical assistance and expert consultants</strong> to support planning, implementation, and reporting of Otsus-funded programs.Based on these findings, this study recommends the importance of <strong>enhancing HR capacity through technical training and certification</strong>, <strong>developing detailed technical guidelines (juknis) for Otsus fund management</strong>, <strong>improving budgeting facilities and infrastructure</strong>, and <strong>strengthening inter-agency coordination and supervision</strong>. Edward III. The method used is a qualitative approach, namely data collection is carried out through direct observation and in-depth interviews with four informants involved. The research findings reveal that in the Communication indicator, clear communication and organized division of tasks already exist, but information updates need to be improved. In the Resource indicator, the resource budget is sufficient, but limited staff and facilities hamper the program, so it is necessary to increase staff and facilities and technical improvements. In the Disposition indicator, employees support the smooth running of the program with routine evaluations and incentives, but it needs to be improved. In the Bureaucratic Structure indicator, the service uses global SOPs and coordination between the Population and Civil Registry Office, schools, and the DPR is running well, but special SOPs so that the GTS program is achieved to be more efficient. Based on these findings, it is recommended that the Sidoarjo Regency Population and Civil Registry Office add staff and facilities and prepare special SOPs for the GTS program.</em></p> <p><strong>Abstrak</strong></p> <p><em>Penelitian ini bertujuan untuk menganalisis dan menggambarkan pelaksanaan implementasi Program Goes To School (GTS) dalam pelayanan pembuatan E-KTP di Disdukcapil Kabupaten Sidoarjo dengan mengacu pada teori implementasi yang dikemukakan oleh George C. Edward III. Metode yang digunakan yakni dengan pendekatan kualitatif yakni pengumpulan data dilakukan melalui observasi langsung dan wawancara mendalam dengan empat informan yang terlibat. Temuan penelitian mengungkapkan bahwa pada indikator Komunikasi, komunikasi jelas dan pembagian tugas yang terorganisir sudah ada, namun pembaruan informasi perlu diperbaiki. Pada indikator Sumber Daya, sumber daya anggaran mencukupi, tetapi keterbatasan staf dan fasilitas menghambat program, sehingga perlu peningkatan staf dan fasilitas serta perbaikan teknis. Pada indikator Disposisi, pegawai mendukung kelancaran program dengan evaluasi rutin dan insentif, namun perlu ditingkatkan. Pada indikator Struktur Birokrasi, pelayanan menggunakan SOP global serta koordinasi antar Disdukcapil, sekolah, dan DPR berjalan baik, namun SOP khusus untuk program GTS diperlukan agar lebih efisien. Dalam penelitian ini <br>menggunakan pendekatan kualitatif. Sumber data primer yang diperoleh langsung dilapangan saat <br>melakukan penelitian. Teknik pengumpulan data: observasi, wawancara, dokumentasi. langkah dalam <br>menganalisis data, yakni: Reduksi data, Display Data, Verifikasi data. Hasil penelitian menunjukan <br>bahwa kebijakan pemberdayaan UMKM di Kabupaten Merauke belum dilakukan secara inklusif <br>lebih khususnya UMKM OAP, hal ini terlihat banyak UMKM yang tidak aktif termasuk di dalamnya <br>UMKM OAP. Di .sisi lain rendahnya pendampingan secara intensif dan bantuan permodalan dalam <br>pengembangan sektor usaha UMKM OAP yang terbatas; serta bantuan sarana prasarana dalam <br>pengembangan UMKM yang masih kuarang memadai. The focus of this research is increasing capacity, providing access to technology and information, capital, infrastructure, market guarantees, productive economic assets. The data collection techniques used are observation, interviews, documentation. The data analysis techniques used are data condensation, data display, and conclusion drawing/ verification. The results of this research show that the programs provided by the regional government to coastal communities in Urumb Village have been running, such as providing access to technology and information, infrastructure development, providing assistance with facilities and infrastructure to coastal communities and consistently implementing the empowerment program for coastal communities in Urumb Village. Teori yang dipakai untuk menjadi pendukung dalam penulisan yaitu teori birokrasi weberian, teori agen-prinsipal, teori maladministrasi, dan teori etika medis. Hasil analisis menunjukkan bahwa maladministrasi di RSUD Sidikalang mencakup ketidaksesuaian prosedur, penundaan pelayanan, dan kurangnya transparansi informasi kepada pasien, yang berdampak negatif pada kualitas pelayanan dan hak-hak pasien. Fokus penelitian mencakup sejauh mana efektivitas BP3MI dalam meningkatkan transparansi, akuntabilitas, dan keadilan bagi pekerja migran. Penelitian ini menggunakan pendekatan deskriptif kualitatif. Hasil penelitian menunjukkan bahwa informasi ketenagakerjaan telah diakses secara terbuka melalui situs resmi dan sosialisasi aktif dilakukan. Namun, kerjasama formal baru mencakup 4 dari 17 kabupaten/kota. Skema pelatihan masih terbatas pada kebutuhan domestik, dan belum semua daerah siap dari sisi anggaran. Dalam aspek akuntabilitas, BP3MI bekerja sama dengan KJRI/KBRI serta aparat penegak hukum untuk mencegah migrasi non-prosedural. Keadilan dijalankan melalui perlakuan yang setara dan transparansi dalam penyediaan informasi tanpa intervensi seleksi pekerja. Permasalahan utama yang ditemukan dalam penelitian ini mencakup ketidaksesuaian Indikator Kinerja Utama (IKU) antara provinsi dan perangkat daerah, keterlambatan pengumpulan data, serta kurangnya koordinasi dan sosialisasi terkait pelaksanaan IKU. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus. Informan penelitian berjumlah 12 orang, terdiri dari pejabat dan staf perangkat daerah yang berperan dalam implementasi IKU. Teknik pengumpulan data dilakukan melalui wawancara mendalam, observasi, dan analisis dokumen. Data yang diperoleh dianalisis menggunakan metode analisis data interaktif, yang meliputi tahapan pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa rendahnya pemahaman perangkat daerah terhadap IKU, minimnya keterlibatan dalam penyusunannya, serta lemahnya koordinasi antar instansi menjadi faktor utama yang mempengaruhi kinerja. Selain itu, keterlambatan pengumpulan data disebabkan oleh sistem pelaporan yang belum terintegrasi secara efektif. The purpose of this article is to determine the synergy between orderly administrative governance in improving the quality of public services in Nambo urban village, Kendari City. The lack of orderly administration leads to a mismatch between regulations and field practices, which has an impact on obstacles in the service process and community dissatisfaction. This research uses a qualitative approach with descriptive methods, through data collection techniques in the form of in-depth interviews, observation, and documentation. Data analysis was conducted interactively through data reduction, data presentation, and conclusion drawing. The findings show that the implementation of Standard Operating Procedures (SOPs) and staff training have provided improved service efficiency. However, challenges such as the lack of technological infrastructure and inconsistency in officer attitudes are still major obstacles. As a recommendation, it is necessary to accelerate the digitization of administration, increase transparency, and continuous training for service officers. The primary objective of this study is to analyze the synergy between the central government, local governments, and local stakeholders in accelerating the effective and sustainable implementation of the project. This research employs a qualitative method using a case study approach, involving document analysis and in-depth interviews with key actors from government sectors, Indigenous communities, and project-implementing organizations. The findings indicate that intergovernmental coordination has shown significant improvements, particularly in integrated planning, resource allocation, and community engagement. Policy support from the central government and strengthened administrative capacity at the regional level are key factors in ensuring the project proceeds as planned. These findings reinforce the argument that, with proper governance, PSN in the food sector can serve as a transformative instrument for economic development and improved welfare in eastern Indonesia. Metode penelitian yang digunakan adalah kuantitatif, untuk teknik analisis data kuesioner dan studi pustaka. &nbsp;Analisis Data analisis SPSS Berdasarkan hasil uji regresi maka terdapat pengaruh positif antara pendidikan terhadap kinerja pegawai pada Kantor Distrik Navigasi Kelas III Merauke. Hal tersebut dapat dibuktikan dari hasil nilai t hitung sebesar 2,899 dan nilai signifikansi sebesar 0,05..Berdasarkan hasil uji regresi maka pelatihan yang ada pada Kantor Distrik Navigasi Kelas III Merauke Papua memberikan pengaruh positif kepada kinerja pegawai. Hasil tersebut dapat dibuktikan dari hasil nilai t hitung sebesar 2,693 dan nilai signifikansi sebesar 0,008. Dikarenakan nilai signifikasi sebesar 0,008 &lt; 0,05, oleh karena itu dapat dikatakan bahwa pelatihan berpengaruh signifikan terhadap kinerja pegawai.Berdasarkan hasil uji regresi maka insentif berpengaruh siginifikan terhadap kinerja pegawai. Hal tersebut ditunjukkan dengan hasil dari nilai t hitung sebesar 2,583 dan nilai signifikansi sebesar 0,011. Dikarenakan nilai signifikasi sebesar 0,011 &lt; 0,05, oleh karena itu dapat dikatakan bahwa insentif berpengaruh signifikan terhadap kinerja pegawai. Pada tahun 2021, desa Yoboi kabupaten Sentani memperoleh penghargaan ADWI dari Kemenparekraf RI sebagai desa wisata terbaik di Indonesia dengan peringkat 50 besar. Desa Yoboi menjadi inspirasi dalam pengembangan wisata lain termasuk mengawali model pengembangan wisata desa di wilayah Papua. Menggunakan desain kuantitatif, tujuan penelitian ini yaitu untuk mengkaji faktor-faktor yang mempengaruhi partisipasi warga (Y) Yoboi dalam pengelolaan wisatanya. Peneliti fokus pada enam variabel yang meliputi manfaat ekonomi (X1), sumber daya wisata (X2), sumber daya masyarakat (X3), modal sosial (X4), pengaruh kelompok (X5), serta dukungan mekanisme dan kebijakan (X6). Menggunakan desain kuantitatif dengan analisis regresi linier berganda, penelitian ini menemukan terdapat pengaruh simultan yang signifikan dari keenam variabel (X1, X2, X3, X4, X5, dan X6) terhadap partisipasi warga (Y) Yoboi. Along with the development of technology, village officials must be able to adopt changes in work systems and public services to improve work effectiveness. The purpose of this study is to analyze how technology and work behavior adaptation can support the performance of village officials. The methodology used is a qualitative approach with literature studies and interviews with village officials regarding the HR practices applied. The results of the study indicate that the integration of technology in HR strategies can improve the productivity of officials and the quality of public services. Officials who are able to adapt to technology tend to have better performance, because they can utilize digital resources more effectively. This study also found that adaptation of work behavior that is more open to technological changes is a major factor in the successful implementation of HR strategies. The recommendation from this study is that HR policies in village governments emphasize more on the use of digital technology to improve the performance of village officials and improve the quality of public services in the digital era. Menggunakan pendekatan kualitatif deskriptif, data dikumpulkan melalui wawancara, observasi, dan dokumentasi terhadap informan kunci di lingkungan BPKAD. Hasil penelitian menunjukkan bahwa akuntabilitas keuangan masih menghadapi berbagai tantangan, seperti keterlambatan pelaporan keuangan, rendahnya pemahaman terhadap Standar Akuntansi Pemerintahan (SAP), lemahnya pengawasan internal dan eksternal, serta keterbatasan responsivitas dalam menangani permasalahan pelaporan. Selain itu, terdapat kesenjangan dalam komitmen manajerial dan belum optimalnya penerapan sistem sanksi dan insentif.
