SOAR Analysis in Waste Management Strategy
Abstract
This research aims to find out, describe and analyze waste management strategies using SOAR analysis in Kediri City. The problem in this research is focused on increasing waste generation and various problems related to waste management which are related to the performance of the Kediri City Environment, Cleanliness and Parks Service as a regional work unit with authority in waste management in the Kediri City area. The method used in this research is descriptive qualitative method. The theory used in this research is SOAR analysis from Stavros & Hinrichs (2009) which identified components in the waste management subsystem including five aspects. The results obtained from this research show that the SOAR analysis in the waste management strategy of the Kediri City Environment, Hygiene and Parks Service has been implemented but is not optimal. Especially in the financing aspect. However, in the institutional aspect, regulatory (legal) aspect, community participation aspect, and operational technical aspect, it has been shown that there are the best efforts that can produce positive energy to achieve effective waste management in Kediri City.
