Implementasi Layanan Outreach Pusat Pembelajaran Keluarga Sebagai Upaya Perlindungan Anak

Abstract

Child abuse is a global phenomenon that is still frequently encountered. Various regulations are implemented to stop violent behavior in children. The Surabaya City Government seeks to protect children from violence through the implementation of the Puspaga program, with the aim of creating Surabaya as a Child Friendly City. Puspaga Kelurahan Lontar seeks to bring access to services closer to the community, one of which is through outreach services because the number of recipients of Puspaga counseling services is not proportional to the number of violence in Surabaya. The purpose of this research is to find out a clearer picture of the outreach services carried out by the Lontar Village Puspaga Facilitator using George C. Edward's policy implementation theory. Edward's policy implementation theory. This research uses a descriptive qualitative approach with data collection methods through observation, interviews, and documentation. Data analysis techniques through the process of data reduction, data display, and conclusion drawing. The results showed that the implementation of Puspaga outreach services is still not optimal because the socialization of Puspaga services is still limited and the necessary infrastructure cannot be operated, so it needs improvement on communication and resource indicators.
