Abstract

This study aims to evaluate the implementation of the Direct Cash Assistance (BLT) Program in Urumb Village, Semangga District, Merauke Regency. The BLT program is one of the Indonesian government's policies to provide social assistance to poor and vulnerable communities in order to reduce the economic impact of the COVID-19 pandemic and structural poverty problems. This evaluation focuses on the distribution mechanism, targeting accuracy, and the impact of the program on the welfare of the local community. This study analyses the implementation of the Village Direct Cash Assistance (BLT) Program in Urumb Village, which includes three main stages: identification and verification of beneficiary families (KPM), distribution of funds, and reporting and evaluation. The results of interviews and document analysis show that the KPM identification process faces obstacles related to the lack of accuracy of social data and minimal community participation in village deliberations (Muskam). The distribution of funds is carried out in cash with a nominal value of IDR 300,000 per KPM per month, but the distribution is carried out quarterly. Program reporting experiences technical obstacles due to the limited capacity of village officials.
A survey of 55 KPM showed that the level of community satisfaction was in the moderate category (60%), with determining factors such as targeting accuracy (75%) and ease of access. Socio-economically, this program has succeeded in meeting the basic needs of the community but has not had a significant impact on increasing income or economic independence. Recommendations include updating digital-based social data, increasing community participation, providing technical training for village officials, and combining the Village BLT program with economic empowerment initiatives. Local geographic and cultural factors are challenges that need to be managed through a community-based approach, while the role of local government in supervision and assistance needs to be increased to ensure the sustainability of the program.
