Abstract

This research explores the urgency of talent acquisition and onboarding in the food and This research aims to design and build an information system used to monitor the performance of statistical partners in carrying out survey data collection from BPS Surabaya City in the field using Grounded Theory research which its application is still fairly limited in the field of governance. Grounded Theory is an inductive research method that systematically generates theories through interviews, written sources, and observations in the field or a combination obtained through rigorous methods. Grounded Theory research method has several cycles in sequential development, where the development phases must be studied in depth so that there are no wrong steps. The result of this research is the implementation of an Android-based performance monitoring application that can be used in real-time by statistical partners to report BPS survey data collection activities in the field. The presence of this performance monitoring information system is expected to be one of the risk mitigation efforts for the existence of moral hazard gaps that may be carried out by unscrupulous statistical partners. As a result, the output data produced from the field is expected to be of higher quality in the future.
