Downstream beef demand in Merauke District, South Papua Province: A supply chain strengthening strategy

Abstract

The demand for beef cattle in Merauke Regency continues to increase as a result of population growth and increased public awareness of animal protein consumption. The objective of the study was to develop a downstream strategy that utilizes supply chain improvements to address the gap between local production and consumption. The method adopted a mixed-method approach of quantitative and qualitative, data was collected through secondary data in the form of government agency data as well as semi-structured interviews of supply chain actors with farmers, traders, and slaughterhouse managers. Results show that between 2020 and 2023 there are large fluctuations in production and consumption. Therefore, the main problems are the low production capacity of local farmers, the lack of and limited infrastructure and the suboptimal functioning of abattoirs. It is necessary to develop integrated livestock clusters, revitalize abattoir facilities, and build collaboration between the government and retail distributors. Downstream strategies should be applied to supply chain actors appropriately, in order to create the welfare of local farmers in a sustainable manner and reduce dependence on bringing in livestock from outside.
