The Role of the Indonesian Logistics Agency (BULOG) in Maintaining Rice Price Stability in Sidenreng Rappang Regency
Abstract
Rice is a strategic food commodity that plays an important role in maintaining food security, economic stability, and household purchasing power. Sidenreng Rappang Regency is one of the main rice-producing areas in South Sulawesi; however, rice prices in the region remain vulnerable to fluctuations caused by supply dynamics, distribution constraints, changes in paddy prices, and climate-related disturbances. This study aims to analyze the role of Perum BULOG Pangkajene Branch in maintaining rice price stability in Sidenreng Rappang Regency through Market Operations (OPM) and the Food Supply and Price Stabilization (SPHP) program. This research employed a descriptive qualitative approach, with data collected through literature review, document analysis, and semi-structured interviews with informants from BULOG and rice milling partners. The data were analyzed using content analysis through data reduction, data display, and conclusion drawing. The results show that BULOG acts as a food buffer institution through paddy or rice procurement, stock management, SPHP rice distribution, market operations, and coordination with local government and rice milling partners. The volume of rice distribution increased from 365,335 kg in 2021 to 5,831,363.56 kg in 2025, indicating the growing intensity of BULOG’s market intervention in response to price pressures. However, the effectiveness of price stabilization remains constrained by the mismatch between the Government Purchase Price (HPP) and actual market prices, limited warehouse capacity, fluctuations in paddy quality, climate-related disruptions, and potential price speculation in the market. This study concludes that Perum BULOG Pangkajene Branch plays a strategic role in maintaining rice price stability in Sidenreng Rappang Regency, but its role needs to be strengthened through adaptive HPP adjustment, improved logistics capacity, stronger collaboration with rice milling partners, and integrated digital price monitoring systems.
