Implementasi Program Pemberdayaan Masyarakat Pesisir Kampung Urumb Kabupaten Merauke
Abstract
This research aims to find out how the coastal community empowerment program is implemented, what factors support and hinder the implementation of the coastal community empowerment program in Urumb Village, Merauke Regency. The type of research used is a qualitative descriptive approach. The focus of this research is increasing capacity, providing access to technology and information, capital, infrastructure, market guarantees, productive economic assets. The data collection techniques used are observation, interviews, documentation. The data analysis techniques used are data condensation, data display, and conclusion drawing/ verification. The results of this research show that the programs provided by the regional government to coastal communities in Urumb Village have been running, such as providing access to technology and information, infrastructure development, providing assistance with facilities and infrastructure to coastal communities and consistently implementing the empowerment program for coastal communities in Urumb Village. However, there are still many shortcomings, such as continuity of training programs and community capacity development, minimal access to capital, and market guarantees from local governments. Factors inhibiting the implementation of coastal community empowerment programs are: low level of knowledge and skills of coastal communities, limited business capital for coastal communities, limited facilities and infrastructure supporting infrastructure, limited business still plays a small role. Supporting factors for the implementation of coastal community empowerment programs are: the availability of natural resources for coastal communities.
