Penguatan Tata Kelola Potensi Lokal Berbasis Masyarakat Pesisir untuk Mendukung Pembangunan Berkelanjutan di Kabupaten Merauke
Abstract
This study aims to analyze the strengthening of community-based governance of local coastal potential in supporting sustainable development in Merauke Regency. The coastal area of Merauke possesses diverse local potentials, including capture fisheries, aquaculture, mangrove ecosystems, wetlands, and indigenous local wisdom. However, these resources have not been optimally and sustainably managed. This study employs a qualitative approach with a descriptive-analytical research design. Data were collected through in-depth interviews with key stakeholders, field observations, and document analysis of coastal development policies and programs. Data analysis was conducted using an interactive model involving data reduction, data display, and conclusion drawing. The findings indicate that weak inter-agency coordination, sectoral policy approaches, and limited community participation in development planning are major factors hindering effective governance of local coastal potential. Although coastal communities possess strong social capital and indigenous knowledge, their roles have not been fully integrated into formal policy frameworks. This study emphasizes the importance of implementing structured community-based collaborative governance as a strategic approach to strengthening coastal resource governance, promoting sustainable coastal development, and achieving the Sustainable Development Goals (SDGs) at the local level.
