Analisis Kualitas Sumber Daya Manusia Pengelola Anggaran Dalam Meningkatkan Penyerapan Dana Otonomi Khusus Papua
Abstract
This study aims to analyze the quality of human resources (HR) managing budgets in improving the absorption of Papua's Special Autonomy Fund (Otsus) in 2023 within the Government of South Papua Province. The main focus of this research is to identify factors influencing the quality of HR managing the budget, both internal and external, and how these factors affect the effectiveness of Otsus Fund management. This research employs a descriptive qualitative approach, with data collected through in-depth interviews, field observations, and document studies in regional government units responsible for managing the Otsus Fund.The results indicate that the quality of HR managing the Otsus budget is influenced by internal and external factors. Internal factors include: (1) Education and Competence that are not fully aligned with the technical needs of Otsus Fund management; (2) Limited work experience, particularly in planning and managing Otsus funds; (3) Motivation and commitment of staff, which are hindered by high workloads and limited incentives; and (4) Limited understanding of main duties and functions (Tupoksi) in managing Otsus funds. Meanwhile, external factors affecting HR quality include: (1) Unclear policies and technical regulations of the Otsus Fund, causing uncertainty in implementation; (2) Limited facilities and supporting infrastructure, such as financial management information systems and working facilities; (3) Weak coordination among regional government agencies (OPD) related to Otsus program implementation; and (4) Lack of technical assistance and expert consultants to support planning, implementation, and reporting of Otsus-funded programs.Based on these findings, this study recommends the importance of enhancing HR capacity through technical training and certification, developing detailed technical guidelines (juknis) for Otsus fund management, improving budgeting facilities and infrastructure, and strengthening inter-agency coordination and supervision. These efforts are essential to optimize the absorption of the Otsus Fund so that its benefits can be directly felt by the people of South Papua.
