This research uses a qualitative approach with descriptive methods, through data collection techniques in the form of in-depth interviews, observation, and documentation. Data analysis was conducted interactively through data reduction, data presentation, and conclusion drawing. The findings show that the implementation of Standard Operating Procedures (SOPs) and staff training have provided improved service efficiency. However, challenges such as the lack of technological infrastructure and inconsistency in officer attitudes are still major obstacles. As a recommendation, it is necessary to accelerate the digitization of administration, increase transparency, and continuous training for service officers. In the future, the integration of smart technology and multi-stakeholder collaboration is expected to create a more responsive and quality public service system.
