Analisis Peran dan Kewenangan Aktor Administrasi Publik dalam Proyek Pangan Nasional di Papua Selatan: Perspektif Multi-Level Governance
Abstract
This article examines the role and authority of public administration actors in supporting the success of National Strategic Projects (PSN) in the field of food security in South Papua through a multi-level governance approach. The primary objective of this study is to analyze the synergy between the central government, local governments, and local stakeholders in accelerating the effective and sustainable implementation of the project. This research employs a qualitative method using a case study approach, involving document analysis and in-depth interviews with key actors from government sectors, Indigenous communities, and project-implementing organizations. The findings indicate that intergovernmental coordination has shown significant improvements, particularly in integrated planning, resource allocation, and community engagement. Policy support from the central government and strengthened administrative capacity at the regional level are key factors in ensuring the project proceeds as planned. These findings reinforce the argument that, with proper governance, PSN in the food sector can serve as a transformative instrument for economic development and improved welfare in eastern Indonesia. This study contributes positively to the public administration literature concerning the implementation of national projects in a decentralized context.
