Transformasi Digital Manajemen Kepegawaian untuk Peningkatan Efektivitas Layanan Pendidikan di Provinsi Papua Selatan
Abstract
Digital transformation in personnel management is a crucial strategy for improving administrative effectiveness, transparency, and the performance of state civil servants (ASN) in the education sector. This study aims to analyze the implementation of digital transformation in personnel management at the Education and Culture Office of South Papua Province and its impact on education services. The study used a qualitative, descriptive-analytical approach with a case study design, covering the office headquarters and five representative educational units from various administrative regions. The study subjects consisted of 35 people selected purposively, including structural officials, administrative staff, teaching staff, and external stakeholders. Data were collected through in-depth semi-structured interviews, participant observation, and document review. The data were then analyzed using thematic analysis and data triangulation to ensure the validity and reliability of the findings. The results show that digitalization of personnel management improves administrative efficiency, competency mapping, and performance monitoring. However, implementation still faces obstacles such as limited digital literacy, uneven infrastructure, and suboptimal system integration. This study recommends strengthening human resource capacity, improving infrastructure, system integration, contextual implementation strategies, and continuous evaluation mechanisms. The implementation of this strategy is expected to increase the effectiveness of educational services, administrative transparency, and the professionalism of ASN in South Papua Province.
