Abstract

Agraria conflict in Ilwayab District, South Papua, is the result of ethnic, religious, and socio-economic diversity, as well as a complex history of conflict. Some of the conflicts that have emerged include religious conflicts and customary land conflicts, which demonstrate the urgency of systematic conflict management. This study aims to analyze the application of collaborative governance in resolving agraria conflict in Ilwayab using three indicators from Ansell and Gash: initial conditions, collaborative processes, and facilitative leadership. The method used is descriptive qualitative through field studies, interviews, observation, and documentation. The results show that synergy between the local government through the Kesbangpol Agency, religious leaders, traditional leaders, and other community elements is key to encouraging early conflict detection, building trust, and creating a space for inclusive dialogue. Challenges such as sectoral egos, limited resources, and ineffective communication can be overcome through active community involvement, the use of information technology, and strengthening the capacity of local leadership. Thus, collaborative governance has proven to be an effective approach in creating social stability and harmony in Ilwayab District.
