Abstract

This study aims to analyze the strategies implemented by the Village Government in Merauke Regency in improving the competence of village officials to achieve the status of Independent Village. As a new autonomous region with unique geographical and social characteristics, improving the quality of human resources at the smallest level of government is the main key to the effectiveness of public services and village budget management towards an independent village. The research method used is descriptive qualitative with data collection techniques through interviews and observations. The results show that the focus of the village government's strategy in improving the competence of village officials lies in the educational background of the officials, hard skills and soft skills, technical administrative training, the use of information technology, so that ongoing, adaptive mentoring based on local wisdom is needed to accelerate the realization of village independence. In addition, this research is expected to provide recommendations for policies to strengthen the capacity of officials as a key to the success of the transformation of village governance in border areas
