Evaluasi Kebijakan Sistem Pemerintahan Berbasis Elektronik (SPBE) pada Aplikasi Wargaku

Abstrak

The Wargaku application is highly favored by the community, as evidenced by the complaints received and the results of the IKM survey. However, in its implementation, the Wargaku application still receives negative comments from the community through social media. The purpose of this research is to determine the success of the implementation of the Electronic-Based Governance System (SPBE) on the Wargaku Application in Surabaya City. The research method used is descriptive qualitative. Data collection techniques include observation, interviews, and documentation. Data analysis techniques include data collection, data condensation, data presentation, and conclusion/verification. The results of the research show that the success of SPBE in the Wargaku application in Surabaya City has been able to achieve the intended goals according to existing theories. 1) Effectiveness, the implementation of SPBE in the Wargaku application has been running effectively to achieve the goals of the SPBE policy. 2) Efficiency, The implementation of SPBE through the Wargaku application has been good, although funding is still required from the City Government for the operational costs of the Wargaku application. 3) Adequacy, the results have been able to meet various aspects needed by the community, although there are still technical obstacles in the Wargaku application that need to be addressed. 4) Equal Distribution, the infrastructure and facilities are good and evenly distributed to provide access to services. However, it needs to be more vigorously promoted so that the people of Surabaya City are aware of it. 5) Responsiveness, the target users of the policy are reported to be very satisfied because of the fast and accurate services they receive. 6) Accuracy, it has been proven to be accurate, seen from the results of the policy, which has had an impact on the quality of service.
