Abstrak
Waste has become a national problem. Therefore, it needs to be implemented in a comprehensive and integrated manner in its management from upstream to downstream. The City of Kediri has received various awards related to waste management, however there is still an increase in waste generation and various problems related to waste management which are related to the performance of the Kediri City DLHKP as a regional work unit with authority in waste management in the Kediri City area. This research aims to find out, describe and analyze waste management strategies using SOAR analysis in Kediri City. The method used in this research is a descriptive qualitative method using SOAR analysis. Data collection techniques were carried out using interviews, observation and documentation. Data analysis was carried out using SOAR analysis of components in the waste management subsystem covering five aspects. The results obtained from this research indicate that the most appropriate strategies to be implemented in waste management in Kediri City are the SA and OA strategies. The strategy that is currently being implemented the most by the Kediri City DLHKP is the SA strategy, however there is an obstacle, namely the availability of costs which are not yet efficient, which has an impact on the speed of carrying out waste management. Therefore, it is necessary to implement an OA strategy as a supporting strategy in order to achieve effective waste management in Kediri City.
