Abstract

This study aims to analyze the role of BUMKam in strengthening food security in rural areas through the perspective of governance and collaborative governance. The research was conducted in the OKABA District, Papua, using a descriptive-analytical qualitative approach. Data were collected through semi-structured interviews with 12 informants, including Bumkam managers, village government officials, farmers, and supporting stakeholders, as well as field observations and document studies. The results indicate that most villages rejected the opening of new farmland due to customary land conflicts and program misalignment with community needs, while optimizing existing land and improving irrigation channels were more accepted. Bumkam plays a role in mobilizing local resources, empowering farmers, and managing food enterprises, yet its effectiveness is limited by internal capacity, insufficient government support, and weak multi-stakeholder coordination. Moreover, there is no risk mitigation mechanism for crop failures due to disasters, making the village food system vulnerable. Literature analysis emphasizes the importance of adaptive governance, participatory planning, and multi-stakeholder collaboration to strengthen sustainable rural food security. These findings underscore the need for a more systematic and contextually appropriate institutional strategy for Bumkam to support food sovereignty in remote rural areas.
