Gaya Kepemimpinan Transformasional Pada Biro Umum Sekretariat Daerah Provinsi Papua Selatan
Abstract
This study aims to describe and analyze transformational leadership style and the influencing factors within the General Bureau of the Regional Secretariat of South Papua Province. The transformational leadership variables examined include six key indicators: building an inspiring vision, providing motivation and enthusiasm, fostering trust and exemplary leadership, prioritizing collective interests, encouraging innovation and creativity, and empowering followers. Furthermore, this study explores three influencing factors: personal experience, values and beliefs, and personality traits.The research employed a qualitative descriptive approach, with data collected through in-depth interviews involving 16 informants—comprising 9 leaders and 7 subordinates—within the General Bureau of the South Papua Regional Secretariat. The findings reveal that most leaders consistently applied transformational leadership behaviors through inspirational vision sharing, motivational support, role modeling, and empowering their subordinates. Additionally, factors such as work experience, core values like honesty and fairness, as well as an open and firm personality significantly influenced how leaders engaged and guided their teams. In conclusion, there is a high degree of alignment between leaders’ and subordinates’ perceptions regarding the implementation of transformational leadership. Internal personal factors of the leaders play a crucial role in the effectiveness of transformational leadership within the regional government bureaucracy.
