Abstract

This study aims to analyze human resource performance in the General Bureau of the Regional Secretariat of South Papua Province using ten indicators: work quality, work quantity, punctuality, responsibility, cooperation, leadership, adaptability, knowledge and skills, work attitude, and training and development. Factors influencing employee quality include work environment, motivation, and inappropriate employee assignments. The method used was a qualitative descriptive approach, with data collection techniques through interviews, observation, and documentation.The results indicate that employee performance is generally considered quite good. Employees have demonstrated responsibility, teamwork, and punctuality in completing tasks. However, several obstacles remain, such as workload imbalance, suboptimal coordination between units, and low adaptation to information technology, especially among senior employees. Furthermore, training and development have not been implemented routinely and in a targeted manner, impacting the improvement of employee technical skills. Improving human resource performance needs to focus on improving the training system, strengthening internal coordination, and increasing adaptability to technological developments to support more effective and professional bureaucratic services.
