Abstract

This study aims to examine employee performance at the General Bureau Office of the Regional Secretariat of South Papua Province based on performance indicators proposed by Mangkunegara (2020), which include: work quantity, work quality, punctuality, effectiveness, independence, responsibility, initiative, and self-development. The study also analyzes the factors that influence employee performance. A qualitative approach was employed, with data collected through in-depth interviews involving 11 informants, consisting of both leaders and staff.The findings indicate that most employees demonstrated fairly good performance in terms of responsibility, work quality, and punctuality. However, there were still challenges related to self-development, initiative, and effectiveness, largely due to limited training opportunities, lack of supporting facilities, and a mismatch between workload and employee competencies. Supporting factors for employee performance include leadership motivation, clear task distribution, and a conducive work environment. Meanwhile, the factors affecting employee performance consist of supporting factors (attendance and commitment levels, communication and work environment, performance evaluation, work structure, work culture, and leadership) and inhibiting factors (facilities and infrastructure, workload, technical training, rewards, and policy changes). The study recommends improving employee competencies through regular training, enhancing performance management systems, strengthening collaborative work culture, mapping workloads and proper HR placement, optimizing supervision and guidance functions, and leveraging information technology to support performance.
